GS-2: Bilateral, Regional and Global Groupings and Agreements involving India and/or affecting India’s interests.

Context: The official visit of Belgian Prime Minister Bart De Wever to India from 2–4 September 2026, at the invitation of Prime Minister Narendra Modi, marks an important phase in India–Belgium relations.

• The visit comes at a time when India is seeking deeper engagement with Europe in the areas of trade, technology, defence, critical minerals, clean energy and strategic connectivity.

• The bilateral relationship is increasingly moving beyond traditional economic cooperation towards a multidimensional strategic partnership, closely linked with the broader India–EU Strategic Partnership.

Historical and Institutional Foundations 

• India and Belgium established diplomatic relations in 1947. 

• More than 9,000 Indian soldiers sacrificed their lives in the Flanders Fields during World War I.

• The two countries will mark the 80th anniversary of diplomatic relations in 2027.

• The India–Belgium Strategic Dialogue, launched in Brussels on 15 July 2026, provides a regular mechanism for cooperation in trade, investment, green transition, technology, connectivity, defence, security and people-to-people ties.

India–EU Strategic Partnership and FTA

• India–EU Strategic Partnership reaffirmed as central to India–Belgium ties; India–EU FTA concluded on 27 Jan 2026 and termed a historic milestone, with early completion of Investment Protection & GI Agreements.

• Timely FTA implementation to boost trade, investment, critical value-chain diversification & new markets; progress under the Trade and Technology Council, including July 2026 Brussels Ministerial Meeting, to strengthen an integrated, resilient & sustainable partnership.

Trade, Investment and Economic Cooperation

• Belgium, the 24th biggest economy, and India, targeting a USD 10 trillion economy, aim to double bilateral trade in 5 years.

• Cooperation covers semiconductors, chemicals, pharmaceuticals, defence, critical minerals, sustainable industries and nuclear energy.

• Investment Fast-Track Mechanism, SFPIM–NIIF cooperation and BIO Invest–NIIF cooperation will strengthen investment ties.

Maritime and Port Cooperation

• Cooperation covers port development, logistics, connectivity, dredging and offshore wind infrastructure.

• Belgian dredging expertise can support India’s ports and offshore renewable energy.

• APEC and JNPA will promote training and capacity building.

Defence and Security Cooperation

• Counter-Terrorism: Belgium condemned the Pahalgam terrorist attack and supported action against terrorist networks, safe havens and financing through the UN and FATF.

• Both intend to explore a Belgium–India Joint Working Group on Counter-Terrorism.

• Letter of Intent strengthens defence exchanges, training, research and defence-industrial partnerships.

Green Transition and Renewable Energy

• Renewed MoU on Renewable Energy Cooperation covers green hydrogen, solar, storage, offshore wind, bio-energy, small hydropower and pumped storage.

• Green hydrogen cooperation includes production, transport, storage and end-use.

• Both reaffirmed the Paris Agreement, climate resilience, finance, technology and capacity building.

• Cooperation also covers oceans, coastal ecosystems and the BBNJ Agreement.

Semiconductors, AI and Science

• India and Belgium will deepen cooperation between India’s micro-electronics ecosystem and imec.

• Focus areas include semiconductor technologies, AI, emerging technologies and innovation.

Education, Mobility and People-to-People Ties

• Both stressed smoother visa services and stronger mobility.

• EU Comprehensive Framework of Cooperation on Mobility and EU Legal Gateway Office support legal mobility of professionals, skilled workers and students.

• Cooperation covers TVET, apprenticeships, work-based learning, emerging skills and recognition of qualifications.

Law Enforcement Cooperation

• CBI–Federal Police of Belgium MoU covers transnational organised crime and cybercrime.

Multilateral and Global Issues

• Belgium supports India’s permanent UNSC membership.

• Both support each other’s non-permanent UNSC candidature — India: 2028–29; Belgium: 2037–38.

• On West Asia, they stressed diplomatic engagement, safe maritime routes and unimpeded shipping.
