• It promotes innovation and intellectual property rights (IPR) through fast-track patent examination, fee rebates, and legal support, leading to rising patent filings by startups.

• The programme emphasises inclusive entrepreneurship, encouraging participation from women, SC/ST entrepreneurs, and startups in Tier-2 & Tier-3 cities, thereby widening the geographic spread.

• Ease of doing business reforms include startup recognition portal, simplified regulatory processes, and digitisation of approvals, reducing entry barriers.

• The initiative also promotes public procurement (GeM onboarding), incubation support, and innovation-led growth, strengthening India’s position as a global startup hub.

India’s First Water-Neutral Railway Facility

Context: In a significant step towards environmental sustainability, the Kankaria Coaching Depot has emerged as a ‘water neutral’ Railway depot, showcasing how innovative practices can transform traditional railway operations into eco-friendly models.

About the Initiative

• The system is based on phytoremediation, an eco-friendly method using plants to purify wastewater.

• The treated water is reused for operational purposes within the depot.

• The treatment system follows a scientifically designed multi-stage approach:

  • Wetland-based treatment: Plants absorb pollutants and improve water quality.
  • Filtration stage: Carbon and sand filters remove fine impurities.
  • Disinfection stage: Ultraviolet (UV) treatment ensures safe reuse of water.

• System Features:

  • Combines natural and advanced purification techniques.
  • Ensures compliance with environmental standards.
  • Provides a sustainable and cost-effective solution for water management.

Significance

Environmental Benefits: The initiative conserves about 1.60 lakh litres of water daily, reducing freshwater dependence.

  • It leads to annual water savings of around 5.84 crore litres, supporting resource sustainability.

Economic Benefits: It reduces operational costs associated with water consumption in railway maintenance.

Institutional Impact: It serves as a model for sustainable water management across Indian Railways.

SC Issues Pan-India Directions for Road Safety

Context: Recently, the Supreme Court of India issued pan-India directions on road safety while hearing a suo motu case triggered by repeated highway accidents.

More on the News

• The Court highlighted that National Highways constitute only about 2% of road length but account for nearly 30% of road fatalities, underscoring systemic safety gaps.

• It emphasised that expressways must not become “corridors of peril” due to administrative lapses and infrastructural deficiencies.

Key Highlights of the Directives

• The Court imposed a ban on parking of heavy and commercial vehicles on highways, except at designated areas, to reduce accident risks.

• It ordered that no new dhaba, eatery, or commercial structure be allowed within the right of way of national highways, and existing licences in safety zones must be reviewed promptly.

• The Court mandated identification and rectification of accident-prone “black spots”, along with improved monitoring and enforcement mechanisms.

• It said enforcement of the direction shall be effected through the Advanced Traffic Management System — ATMS real-time alerts to State Police, GPS — timestamped photographic evidence, and integrated eChallan generation.

Significance of Directives

Reinforcing Right to Life: The directives affirm that safe road travel is an integral component of Article 21 (Right to Life), thereby placing a constitutional obligation on the State to ensure safer highways.

Strengthening Institutional Accountability: By issuing time-bound directions to states and agencies, the Court enhances accountability and coordination among stakeholders such as NHAI, police, and local authorities.

Addressing Systemic Gaps: The focus on black spot rectification, regulation of roadside activities, and enforcement highlights the need to tackle structural deficiencies in infrastructure and governance, rather than relying on ad hoc measures.

Promoting Technology-Driven Governance: The emphasis on surveillance systems, GPS-based monitoring, and data-driven enforcement encourages the adoption of modern technological solutions for improving road safety.

9th Indian Ocean Conference

Context: The 9th Indian Ocean Conference (IOC 2026) was held in Mauritius from April 10–12, 2026, bringing together ministers, policymakers, and experts from across the Indian Ocean Region (IOR).

More on the News

Theme: “Collective Stewardship for Indian Ocean Governance”.

• The conference was organised by the India Foundation in collaboration with the Government of Mauritius.

• It was conducted against the backdrop of increasing geopolitical competition, maritime security challenges, and disruptions in global trade routes, making the Indian Ocean a critical strategic space.

Key Highlights of the 9th Indian Ocean Conference

• Participants at the 9th IOC reaffirmed the need for collective, rules based governance of the Indian Ocean and stressed that unilateral coercive actions or grey zone tactics are incompatible with long term stability and shared prosperity.

• India’s External Affairs Minister outlined a five pronged priority framework for the region, emphasising maritime security, economic cooperation, connectivity, climate resilience, and strong institutional collaboration.

• The forum also highlighted India Mauritius cooperation, including an emerging energy security arrangement on oil and gas, to strengthen the island nation’s resilience against regional shocks.

About the Indian Ocean Conference

• The Indian Ocean Conference was launched in 2016 by the India Foundation in collaboration with the Government of India and regional partners, and has evolved into a flagship multilateral forum for dialogue on regional cooperation and maritime governance.

• It serves as a platform bringing together governments, strategic experts, and international organisations to discuss shared challenges and opportunities in the Indian Ocean Region.

• As a key consultative forum for IOR countries, the IOC serves as an important platform for India to articulate its vision of a secure, stable, and cooperative Indian Ocean under the rubric of Security and Growth for All in the Region (SAGAR).

Operation Upstream

Context: The World Anti-Doping Agency (WADA) recently highlighted the progress of Operation Upstream during its Intelligence and Investigations conference held in India.

More on the New

• The initiative comes amid growing concerns over organized doping networks and supply chains of performance-enhancing drugs (PEDs), including in countries like India.

• It reflects a strategic shift from targeting athletes alone to addressing the broader ecosystem enabling doping.

About Operation Upstream

• Operation Upstream is WADA’s key anti doping intelligence and enforcement project, implemented in collaboration with INTERPOL, Europol, and law enforcement agencies from over 20 countries, including India’s Central Bureau of Investigation (CBI).

• It focuses on disrupting the supply chains of banned performance-enhancing substances, including manufacturers, traffickers, and support personnel like coaches and medical staff.

• The operation spans over 20 countries and is part of WADA’s broader intelligence-led initiative under the Global Anti-Doping Intelligence and Investigations Network (GAIIN).

Need to Strengthen Anti-Doping Framework in India

Rising Incidence of Doping Violations: India consistently ranks among the countries with the highest number of doping offenders, indicating a systemic and deep-rooted problem in the use of prohibited substances across sporting disciplines.

Institutional and Capacity Constraints: Key institutions such as the National Anti-Doping Agency (NADA) face a shortage of trained personnel and operational limitations, while past lapses at the National Dope Testing Laboratory (NDTL) highlight gaps in compliance with international standards.

Need for Systemic and Preventive Approach: There is a pressing need to move beyond athlete-centric penalties towards targeting supply chains, strengthening testing mechanisms, and enhancing awareness, in line with global initiatives like intelligence-led anti-doping operations.
