• The Rules will come into force 180 days after publication in the Official Gazette, allowing government departments, businesses, institutions and other organisations to make the necessary changes to their systems.

• The framework brings banks, telecom networks, power systems, transport services and government institutions under a common system for accurate timekeeping.

About One Nation, One Time 

• The ‘One Nation, One Time’ initiative seeks to ensure that important systems and institutions across India follow accurate and consistent Indian Standard Time (IST).

• The need for a common time reference has increased with the growing use of digital and technology-based systems.

• Differences between time sources can affect the coordination and recording of such activities, so a common reference is expected to improve the reliability of critical and time-sensitive systems.

Why is a Common Time Reference Important?

• A single time reference will support accurate time-stamping of banking and digital payments, coordination of railways, airports and transport systems, and reliable telecommunication and internet networks.

• It will also support precise timekeeping in power systems, government and legal records, and emergency and other time-critical services.

• Thus, time synchronisation is important for critical infrastructure, digital governance, financial systems and national security

India’s Legal Framework for IST

• An important step towards synchronising time across India was taken on January 27, 2025, when the Department of Consumer Affairs notified the Draft Legal Metrology (Indian Standard Time) Rules, 2025.

• The Department had partnered with the National Physical Laboratory (NPL) and Indian Space Research Organisation (ISRO) to disseminate IST with millisecond to microsecond accuracy from five legal metrology laboratories.

• The government had stated that such precision was vital for navigation, telecommunications, power grid synchronisation, banking, digital governance and scientific research.

What is Indian Standard Time (IST)?

• According to the government, IST is based on Coordinated Universal Time (UTC) with a +5:30-hour offset and is maintained by the CSIR-National Physical Laboratory (CSIR-NPL).

• CSIR-NPL states that IST is generated using advanced atomic clocks and satellite links and is traceable to Coordinated Universal Time (UTC) with an uncertainty of less than 3 nanoseconds.

• IST is widely disseminated with millisecond accuracy through NTP (Network Protocol Service) servers at CSIR-NPL.

Role of NavIC and Reducing Foreign Dependence

• Key Feature: The new Rules emphasise reducing dependence on foreign satellite-based time sources. 

• NavIC: The Rules enable NavIC and other approved Indian timing sources for secure and reliable time dissemination. 

• ISRO: ISRO has been given traceability to IST with nanosecond accuracy via satellite links through NavIC, India’s independent satellite system. 

• Telecom & Internet: Many Telecom Service Providers and Internet Service Providers have traditionally relied on foreign time sources such as GPS. 

• National Security: Synchronising networks and systems to IST is essential for national security, real-time applications and the smooth operation of critical infrastructure. 

White Rabbit Technology-Based IST Network

• Under ‘One Nation, One Time’, the Ministry in July 2026 commissioned a White Rabbit Technology-based IST Dissemination Demonstration Network at the Regional Reference Standard Laboratory, Bengaluru. 

• Provides high-precision time synchronisation, reduces reliance on foreign sources like GPS, and strengthens India’s digital infrastructure sovereignty. 

• Protects critical sectors from cyber-attacks and data manipulation, supporting financial markets, stock exchanges, digital banking payments, telecom networks and national power grids.

Institutional Mechanism

• To formulate a policy framework, regulation and legislation for the adoption of IST under the Legal Metrology Act, 2009, the government constituted a high-power inter-ministerial committee.

• The committee was headed by the Secretary (Consumer Affairs) and included representatives from NPL, ISRO, IIT Kanpur, NIC, CERT-In, SEBI, railways and telecom departments, among others.

Issues & Concerns With One Clock

• IST may differ considerably from local sunrise and sunset timings across eastern and western regions, creating a solar-time mismatch and regional inconvenience. 

• A uniform time may not adequately suit local work and school schedules, while variations in daylight availability may influence productivity. 

• Reliance on a single national time reference creates centralisation risks and requires strong backup timing systems. 

• Upgrading legacy clocks and IT infrastructure and meeting compliance requirements may involve significant implementation costs, especially for smaller institutions. 

• Implementation will require interoperable timing standards, cybersecurity, backup timing sources, and consideration of India’s wide east–west geographical spread. 

Way Forward

• Ensure universal adoption of IST across critical sectors and institutions. 

• Expand NavIC, atomic clocks, NTP servers and White Rabbit Technology. 

• Reduce dependence on foreign time sources like GPS. 

• Strengthen cybersecurity against cyber-attacks and data manipulation. 

• Ensure seamless time synchronisation across digital and critical infrastructure.

Conclusion

The Legal Metrology (Indian Standard Time) Rules, 2026 establish IST as the single reference for official purposes across India.
