Green Tug Transition Program (GTTP)

Context:

Recently, the Ministry of Ports, Shipping and Waterways has launched the Green Tug Transition Program (GTTP). 

Green Tug Transition Program (GTTP)

  • The GTTP represents a significant stride towards decarbonizing maritime operations in India, aligning with India's commitment to environmental sustainability and technological advancement in the shipping sector.
  • The GTTP is a crucial component of the 'Panch Karma Sankalp' and aligns with broader national initiatives.
  • This initiative aims to replace conventional fuel-based harbor tugs with Zero-emission tugs at Indian Major Ports.


Key Features:

  • Phased Implementation: The program will be executed in phases, with Phase 1 commencing on October 1, 2024, and concluding on December 31, 2027.
  • Pilot Ports: Four major ports—Jawaharlal Nehru, Deendayal, Paradip, and V.O. Chidambaranar—will spearhead the initiative by procuring or chartering at least two green tugs each.

What are Tugs?

  • A tug is a particular class of marine vessels that helps mega-ships enter or leave a port. 
  • Tug boats can also be engaged to provide essentials, such as water, air, etc.
  • Tug boats are also essential for non-self-propelled barges, oil platforms, log rafts, etc.

Standardization: The Standing Specification Committee (SSC) will issue standardized designs and specifications for the green tugs. 

  • By 2040, the program envisions all tugs in Indian Major Ports to be green, creating a standardized, eco-friendly fleet nationwide. 
  • Technology Adoption: Initially focusing on battery-electric tugs, the program will remain adaptable to emerging green technologies like hybrid, methanol, and green hydrogen.
  • Make in India: All tugs under GTTP will be constructed in Indian shipyards, boosting domestic manufacturing and creating employment opportunities.

The GTTP will align with the following National Goals:

  • Maritime India Vision 2030 (MIV 2030): It aims to source 60% of major ports' power from renewable energy and reduce carbon emissions per ton of cargo by 30% by 2030.
  • Maritime Amrit Kaal Vision 2047: It sets a target to reduce greenhouse gas emissions from port vessels by 30% by 2030.
